A video showing Helen Zille in a wetsuit and snorkel paddling through a stagnant, murky trench in a northern Johannesburg suburb has become the most visible moment of her campaign to become mayor of the city.

Zille, a former premier of the Western Cape and a long-standing figure in South African politics, is seeking the mayoralty of Johannesburg in the upcoming municipal elections. Her campaign has centred on restoring basic municipal services, including water supply, electricity reliability, and road repairs.

Campaign Platform and Public Pledges

Zille has released a set of public pledges focused on practical infrastructure issues. These include a commitment to fix reported potholes within a set number of days, to reduce water outages, and to attract businesses to the city to create employment opportunities. The campaign has avoided broad ideological statements, instead focusing on service delivery failures.

In a separate announcement, Zille stated that she would not pursue any other senior political position during the mayoral race. She also declined to immediately take up a council seat, choosing to remain on the campaign trail instead.

On-the-Ground and Digital Efforts

The campaign has involved walkabouts in several Johannesburg neighbourhoods, including both affluent northern areas and lower-income townships. Zille has been seen holding placards on street corners and speaking directly with residents about burst pipes, unpaid municipal bills, and broken traffic lights.

A digital strategy has accompanied the in-person efforts. Short videos and images from the paddling incident have been shared on social media and messaging applications. Volunteers have conducted door-to-door canvassing, distributing leaflets that list water, electricity, roads, and jobs as campaign priorities.

The campaign has also organised small meetings in community halls and local business forums to collect specific complaints about infrastructure problems, such as leaking fire hydrants and collapsed drains.

Electoral Context

Even if Zille’s political party becomes the largest in the Johannesburg city council, forming a government will require coalition negotiations with other parties. The campaign has acknowledged this procedural reality without specifying potential coalition partners.
